AIR.U Bringing 'Super Wi-Fi' to Rural College Campuses


Super Wi-Fi is going to college, bringing broadband access to underserved campuses and their surrounding communities.

AIR.U (Advanced Internet Regions), a group comprised of a higher education associations, public interest groups, and high-tech companies, announced on Tuesday that it will deploy Super Wi-Fi networks to universities to expand high-speed wireless connectivity on and off campus. The "super" technology relies on TV white spaces, or unused television channels, to provide Internet access.

AIR.U said in a statement that it will focus on upgrading broadband in those areas that have greater-than-average demand for Web access, but less-than-average access.

Michael Calabrese, director of the Wireless Future Project at the New America Foundation's Open Technology Institute, said that the lack of sufficient broadband and a typically large number of vacant TV channels make colleges in rural areas "ideal candidates" to receive Super Wi-Fi capabilities.

The group's initial goal is to deploy pilot programs and "create a roadmap for the rapid deployment of sustainable, net generation wireless networks," as white spaces equipment is expected to become more widely available next year.

Super Wi-Fi networks will transmit on lower frequencies than regular Wi-Fi, allowing broadband signals to cover larger areas, the group said.

"Expanded broadband access has been an unaffordable hurdle in rural, underserved communities," said Robert Rucker, vice president for Operations and Technology at the United Negro College Fund, one off the AIR.U partners.

"This effort will enable selected institutions and all the constituents they serve to have the enhanced, sustainable capacity needed to more fully experience the information age and the ability to participate and contribute to it," Rucker said in a statement.

In December, the Federal Communications Commission (FCC) approved the first commercial Super Wi-Fi devices, as well as the geolocation database that will ensure white space devices operate only on vacant TV channels without interfering with television reception.

Google and a number of tech companies were selected last year by the FCC as administrators of the Super Wi-Fi databases. The eight other organizations include Comsearch, Frequency Finder, KB Enterprises and LS Telecom, Key Bridge Global, Neustar, Spectrum Bridge, Telcordia, and WSdb.

AIR.U expects one or more pilot networks to be operational by the first quarter of 2013.

While Vic Gundotra wasn't willing to talk Glass in our run-in here at Google I/O, a few others were. In speaking with folks from Google, we learned a few new details about the project, while confirming some whispers that we'd heard floated in the past. Here's a quick rundown:

  • Engineers are currently 'experimenting' with connectivity options. Existing prototypes -- including those worn in the skydiving stunt this morning -- do not have any sort of built-in WWAN connectivity.
  • While it's possible that a 3G / 4G module could end up in production devices, the general idea is that latching onto nearby WiFi hotspots or relying on a wireless tether with your smartphone will be the primary way that Glass gets its data to the web.
  • Controlling Glass will eventually rely on a mixture of inputs: it'll recognize voice commands, while also taking cues from the right sidebar. There's a touch-sensitive pad on there that'll understand gestures.
  • It's entirely probable that Glass will also be able to be controlled via one's smartphone, but physical inputs will be the preferred ones.
  • Glass has an accelerometer and a gyroscope, enabling wearers to tell Glass what to do by nodding, shaking one's head, etc. (For what it's worth, we've seen similar demoed by NTT DoCoMo.)
  • The internal battery sits just behind the ear on the right side; the capacity and longevity weren't confirmed, though.
  • Glass will be able to record locally, but the idea is to have 'most everything' streamed live to the web; it's the "live, right now!" nature of Glass that Google intends to push as one of its differentiating factors.
  • In an area where wireless data isn't available (like a remote National Park or a hospital room that forbids phone usage), storing video locally would be possible for uploading later.

We also confirmed that the team is playing around with various colors, with orange, white, black and blue editions being sported here at I/O. Whether or not all of those hues make it to market remains to be seen, of course, but we're adequately jazzed about the possibilities.

Newman uses Qld airtime to talk about debt

Queenslanders are being invited to read all about the state debt by their premier who appears on television on Sunday.

Campbell Newman's one-minute pre-recorded message, due to air on commercial networks from 7.30pm (AEST), warns spending cuts have to be made to rein in debt.

"Just like your family budget, we need to tighten our belt and find ways to cut our spending," he says in the one-off commercial.

"That will mean some tough decisions, but it must be done."

He urges Queenslanders to read the government's commissioned audit into the state's finances, which says debt will spiral to $100 billion by 2018-2019 if immediate corrective action is not taken.

Mr Newman does not outline what tough action he'll be taking, but is already at war with unions over expected public sector job cuts.

Last week he announced in parliament that Queensland had 20,000 too many public sector workers.

A spokesman for Mr Newman said the airtime was already booked and paid for by the Labor government for its disastrous building boost program.

He said because the government could not get a refund, Mr Newman used it to highlight the audit.

Costs are being finalised but production, including regulatory approvals, is expected to cost about $2000

PROVIDENCE, R.I. (AP) ? Three-time World Series champion Curt Schilling was always more than a big-league pitcher.

He blogged, called into talk radio to sound off on sports or politics, campaigned for Republican candidates, immersed himself in World War II history, raised millions for Lou Gehrig's disease ? and passionately played video games.

It was a hobby that became a second career as the 45-year-old Schilling entered a long-shot business every bit as competitive as major league baseball. And now the venture is in danger of failing.

His video game company, 38 Studios, laid off its entire staff in Rhode Island and Maryland last month, including 300 people who worked in Providence. If it folds, Rhode Island taxpayers may have to pick up the tab on a $75 million loan guarantee that lured 38 Studios from Massachusetts.

Some of those who know the former pitcher say he brought to the business the same single-minded focus ? and the same big ego ? that he showed during his playing days.

"He became a sports superstar and was there through one of the great moments in New England sports history. However, at the end of the day, he was still the same guy who thought he knew more than anybody else," said Bob Lobel, a former sportscaster at WBZ-TV in Boston. "To me, he wasn't smart enough to know what he didn't know. You got to know what you don't know."

The company's misfortunes have opened Schilling to allegations of hypocrisy, given his conservative politics and his recent plea for millions of dollars more from the state to save the business. Schilling called for smaller government when he campaigned for Republicans such as George W. Bush, John McCain and Massachusetts Sen. Scott Brown.

"Smaller government? Call me crazy, but I'm betting that wasn't exactly what Schilling was extolling when he sat behind closed doors ... pleading with the members of the Rhode Island Economic Development Corp. to put more public money behind his fantasy video game venture," wrote Boston Globe columnist Brian McGrory.

"Apparently smaller government, in Schilling's world, applies to other people, maybe city kids stuck in underperforming schools or disabled adults looking for help back and forth to medical appointments."

Schilling is considered one of baseball's all-time great postseason pitchers, having won World Series games with three teams.

He secured his place in Red Sox legend when he pitched with an injured ankle that stained his sock with blood in Game 6 of the 2004 American League Championship Series. The Red Sox ultimately beat the New York Yankees and went on to win their first World Series in 86 years. Schilling's bloody sock came to represent resilience in the face of overwhelming odds. Over his two-decade career, he also pitched for Baltimore, Houston, Philadelphia and Arizona.

Schilling's heroics on the field were accompanied by a one-man show off the mound that Lobel said led to an oft-repeated observation.

"On the day that he pitched, people would say that he was a horse, meaning that he was strong and durable and you could ride him into the winner's circle. On the other four days, the between days, he was a horse's ass," Lobel said.

Schilling used to talk about how he wanted to make video games when he left baseball, and he was still playing for the Red Sox when he established 38 Studios in 2006, naming it for his uniform number. He assembled a team that included fantasy author R.A. Salvatore, comic book artist Todd McFarlane and video game designer Ken Rolston.

The opinionated and outspoken Schilling brought to the business a reputation for pursuing his interests with everything he's got.

"There is a determination factor in everything he does," said former Boston Red Sox teammate Mike Timlin. "To get to the level we played at you have to have a certain determination. He's the kind of guy who doesn't give up easily."

In 2009, 38 Studios acquired Maryland-based Big Huge Games, which worked on the game "Kingdoms of Amalur: Reckoning." The game was released in February to good reviews. Schilling said it has sold 1.2 million copies.

In Providence, where the company moved after getting the loan guarantee in 2010, 38 Studios worked on a huge multiplayer online game codenamed Copernicus.

Former 38 Studios audio director Aubrey Hodges said Schilling listened when it came to the video game industry.

"He's fiercely intelligent, but in this environment he knew to rely on people with expertise," he said. "He'd come into your office and watch what you were working on and say, 'Wow, this is really cool.' He was like a kid."

The financial problems at 38 Studios became public last month after the company missed a $1.1 million payment to the state and couldn't make payroll. The state returned a check from the company because 38 Studios did not have the money to cover it. The money was later paid.

Schilling told The Providence Journal that he has invested $50 million in the business and faces possible financial ruin if it collapses. 38 Studios asked for millions more in tax incentives from Rhode Island as it struggled to stay afloat, a request that led to accusations that the company was looking for a bailout.

"I have done whatever I can do to create jobs and create a successful business, with my own income," he told the newspaper. "I've never taken a penny and I've done nothing but create jobs and create economy. And so how does that translate into welfare baby? I've tried to do right by people."

Gov. Lincoln Chafee, an independent, opposed the loan guarantee for 38 Studios as a candidate for governor. As for the extra tax credits, Chafee said Schilling's company may be entitled to them, but he is against further investment of public money.

"I give him all his credit as a baseball player," the governor said. But "I'm like anybody doing business. I'm looking out for my interests, in this case the taxpayers. That's what business is all about."

Schilling has not responded to requests for comment from The Associated Press.

"He is taking a huge hit personally, politically, financially and publicly," said his friend Scott Johnson, a cartoonist and illustrator.

The situation has saddened people who know Schilling from his charitable efforts, particularly in the world of Lou Gehrig's disease, or ALS.

Ellyn Phillips, president of the Greater Philadelphia Chapter of the ALS Association, recalled meeting Schilling in 1992 when he was playing for the Phillies. Phillips said it was Schilling and his wife, Shonda, who came up with the idea of raising money by getting people to donate for every strikeout he racked up. Phillips was thrilled.

"I was just like, 'Wow. They're really involved. They're the real thing,'" Phillips said.

Schilling's friends said Rhode Island shouldn't give up on 38 Studios yet.

"He's shown true grit, talent and a willingness to take it to the end," Johnson said. "We haven't seen the end yet with 38 Studios. He's not the kind of guy to just roll over. The ankle is bleeding. So now what?"

A polygamous family made famous on reality TV show "Sister Wives" will not face Utah criminal charges of bigamy, state prosecutors said on Thursday, as they sought to have a federal judge dismiss a challenge to Utah's law against multiple marriage partners.

A bigamy investigation -- centered on Kody Brown, the four women he lives with and their 17 children -- was launched by Utah County prosecutors in October 2010, shortly after the family made their lifestyle public on their show on cable network TLC. Utah County is south of Salt Lake City and had been home to the Brown family, who lived in the town of Lehi.

No charges were ever brought, but Brown and his partners -- Meri, Janelle, Christine and Robyn -- ?countered the threat of prosecution with a federal court lawsuit filed in July 2011 that contends Utah's ban on having more than one marriage partner violates the U.S. Constitution.

They argued the law bars consenting adults from living together, and criminalizes their intimate sexual relationships.

The case has implications for thousands of self-described fundamentalist Mormons in Utah who still practice polygamy, even though the mainstream branch of Mormonism ended the practice among its members more than 100 years ago.

The Browns, who moved to Nevada last year to avoid prosecution, practice polygamy as part of their religious beliefs.

Earlier this year, U.S. District Judge Clark Waddoups in Salt Lake City dismissed the state from the lawsuit. Utah County's portion of the lawsuit was not dismissed because the judge said the Browns continued to be at risk for criminal charges from local prosecutors.

But Utah County asked Waddoups to dismiss the case on Thursday. In supporting documents, Utah County Attorney Jeffrey Buhman said his office would not file bigamy charges, nor had an investigation found evidence of any other crimes such as child abuse and welfare fraud.?

Buhman also said his office is adopting a policy of not prosecuting polygamists for bigamy alone -- mirroring a policy held by the state attorney general's office.?

It is not clear when Waddoups might issue a ruling.?

Critics of polygamy, which is practiced in a number of regions including parts of Africa, call it demeaning to women and more likely to lead to abuse within families.?

Family's Lawyer Opposes Dismissal?

?In a statement posted on his blog, the Browns' Washington, D.C.-based attorney Jonathan Turley said he was pleased with Buhman's decision not to prosecute them over their polygamous marriage, but that he has no plans to end his challenge to Utah's law. "We do not believe that this decision and new policy renders this case moot," Turley wrote.?

The Browns' lawsuit stops short of challenging the state's right to decline to issue multiple marriage licenses to polygamous couples, and the family is not seeking such licenses.?

But Turley contends that U.S. Supreme Court rulings, including the 2003 decision Lawrence v. Texas which struck down that state's sodomy law, have extended constitutional protections to sexual relationships between consenting adults.?

Under Utah's law, a person of any gender can be guilty of bigamy for being married and co-habitating with another adult in a marriage-like relationship. The maximum penalty is five years in prison.?

In a high-profile prosecution in Utah involving polygamy, prosecutors in 2001 brought a case against Tom Green who was convicted of bigamy for being married to five women at once, and of child rape in connection with his 1986 marriage to a 13-year-old girl. He served several years in prison.?

Mormons brought the practice of polygamy to the Utah territory in the 1840s, but leaders of The Church of Jesus Christ of Latter-day Saints abandoned it in 1890 as U.S. officials were citing the practice as unacceptable if Utah was to win statehood, which ultimately was granted in 1896.?

The decision by Utah County prosecutors brings some relief to some Utah families who face the threat of prosecution, said Mary Batchelor, co-founder of Principle Voices, a Utah-based polygamy advocacy and education group. Her group says 38,000 residents of the state still practice polygamy in a handful of organized churches or independently.?

(AP) ? Is it "anything goes" now in America's campaign finance system?

John Edwards is acquitted of using campaign cash as hush money. There's an explosion of high-dollar super political action committees in the presidential race. It's all stoking criticism of revisions and regulatory loopholes in a system that was intended to keep better control of political money after Watergate.

Loosening the law has made it easier for politicians to butt up against the legal line ? if not cross it ? and for wealthy Americans to influence who wins office, from the White House on down.

All told, the immense amount of money in American campaigns, the cozy relationships between candidates and their financial backers ? and now, too, a seeming lack of accountability for alleged rule-breakers ? is fueling the public's long-standing distrust of its politicians and doubts about the credibility of the system.

"There's not much for voters to have faith in," says Trevor Potter, a former Federal Election Commission member and a proponent of campaign-finance reform. "We don't have much of a campaign-finance system at this stage, and we are wide open to the possibilities of corruption."

Spanning many weeks, the Edwards trial in North Carolina showcased what prosecutors said was a classic case of misusing campaign funds: Here was a former presidential candidate, they said, who channeled large sums of money from a deep-pocketed donor to cover up a love child and a mistress. But jurors acquitted Edwards, in part because the statute he was charged under required him to know he was breaking the law.

Jurors said the government didn't prove that. Said one, Sheila Lockwood: "I just felt that he didn't receive any of the money, so you can't really charge him for money that he got."

Campaign finance laws have changed remarkably since Edwards ran for the White House four years ago.

Had he been a candidate this year, and had his backers wanted to help him, they could have established a super PAC and donated unlimited amounts of money that could have been used in any number of ways. It's unclear if that still would have been legal for the uses in his case, although the super PACs have been able to take more risks than the campaigns they support. Super PACs are barred from coordinating with a candidate.

But it doesn't seem that clarity is coming anytime soon. The FEC can't agree on new regulations.

Take last December, when a Republican super PAC asked commissioners if it could "fully coordinate" with a Senate candidate. The commission deadlocked on a 3-3 vote after a heated discussion.

Michael Toner, a Washington lawyer and election law expert, said it would be a mistake to conclude that the failed prosecution of Edwards means that campaign finance violations will not be prosecuted.

"There's no question that there were relatively unique facts in the Edwards case," he said, and that there are other areas in campaign law where wrongdoing is clear cut ? such as contributions from foreigners.

It's not just the FEC. A divided Congress has shown no appetite to take up the issue in earnest despite calls for an overhaul by Democrats after a series of federal court rulings ? including the Supreme Court's Citizens United decision in 2010 ? started to deregulate the system.

Political gridlock and regulatory ambiguity have paved the way for an unprecedented amount of spending from outside groups and special interests. Campaigns, political parties and super PACs supporting President Barack Obama and Republican presidential candidate Mitt Romney have raised more than $400 million apiece, figures that put the election on track to cost more than $1 billion.

Despite claims of independence, super PACs have incredibly close ties to the candidates they're working to help elect.

Restore Our Future, supporting Mitt Romney, shares office space with the same consultants who help Romney's own campaign. The groups insist there is a "firewall" ? the workspaces are separated, they have said, by a conference room. A former White House spokesman, Bill Burton, runs the Priorities USA Action super PAC with its goal of helping Obama win a second term.

The fuzzy rules have super PACs pushing the limits. Many have nonprofit arms that legally don't have to disclose their donors. Some mega-donors ? notably casino mogul Sheldon Adelson ? have said they will be giving their money to these shelters to avoid public scrutiny.

"That's exactly what the laws we have are supposed to prevent," Potter said, "that one candidate for public office is not completely beholden to an individual and his interests."

We've been here before.

Congress began to change how Americans fund their elections in the mid-1970s after slush funds and cover-ups forced Richard Nixon's resignation.

"I believe that one of the crucial factors in determining whether or not we consider a government democratic is not how much power public officials have, but rather how public officials secure and retain their offices," Lawton Chiles told his colleagues on the Senate floor in April 1974.

Since then, there's been no shortage of instances of questionable relationships between politicians and the people who bankroll their candidacies.

On the Democratic side, hundreds of Obama's major backers have had repeated access to his top advisers or have attended glamorous state dinners. The White House has declined to offer complete details on those meetings. And on the Republican side, GOP super PACs have faced their own troubles in disclosing donors required under existing rules. Some major contributors have been listed in federal data with ambiguous addresses or shell corporations.

Situations like those have fueled voter distrust of both parties.

Republican Sen. John McCain, a major player in campaign-finance reform, has warned the current system is so influenced by wealthy donors that it will require "major scandals" before it is fixed. Conversely, anti-reform advocates have said campaign-finance deregulation is more faithful to free-speech protections afforded by the First Amendment.

One thing certain in an otherwise uncertain campaign finance landscape is that no changes are imminent. This will be the system at least through the November election.
