Highway bill becomes House Republican headache

(AP) ? A bill that Republican leaders were promoting as the centerpiece of their job-creation agenda has instead turned into one of their biggest headaches, thanks largely to tea party conservatives who want to get the federal government out of transportation programs and hand them over to the states.

The House and Senate are heading toward a showdown next week that could result in a cutoff of federal highway and transit aid to states just as the spring construction season starts. The government's authority to spend money from the trust fund that pays for transportation programs, as well as its power to levy the federal gasoline and diesel taxes that feed the fund expire on March 31. Democrats estimate as many as 1.8 million jobs supported by those programs are at risk.

Neither side wants a shutdown, but House Speaker John Boehner has been unable to recruit enough Republicans to pass the GOP's overhaul of federal highway programs. The biggest group of holdouts are conservatives who want highway programs to be paid for entirely by federal gas and diesel taxes even though that might mean a nearly 40 percent cut in spending, because revenue from those taxes has declined.

Boehner's fallback plan is to pass a 90-day extension of current programs in order to give the House more time to line up votes for a comprehensive bill. But Senate Majority leader Harry Reid, D-Nev., said Thursday he's "not inclined" to go along with an extension. He urged the House to instead take up a $109 billion bill the Senate passed last week by a bipartisan, 74 to 22 vote.

"It's a good bill," Reid said. "But over in a big, dark hole we now refer to as the tea-party dominated House of Representatives ... they destroyed their own bill, and now they won't agree to take up our bill." House Republicans, he said, "are going to have to feel the heat of the American people."

GOP Rep. Mike Pence, who favors "devolution" of responsibility for transportation to state and local governments, said he's undecided about the five-year, $260 billion GOP bill because he's concerned that it isn't paid for entirely with user fees like fuel taxes and because he doesn't like the way it divvies up highway aid among states.

"I have no doubt the state of Indiana could do a better job for taxpayers and for drivers than the federal government in maintaining our roads in Indiana," said Pence, who is running for governor. "I supported the last highway bill. I think that roads mean jobs. But it's essential that we produce a bill that is both fair and fiscally responsible."

The House bill actually takes a large step toward giving states far more flexibility over how they spend federal aid, said Rep. James Lankford, R-Okla., a member of the House Transportation Committee. Currently, about 80 percent of state highway programs are paid for with federal aid and 20 percent with state money. Lankford, who is supporting the bill even though he also wants to cede more authority to the states, said he'd eventually like to see that ratio reversed.

Boehner, R-Ohio, blamed his difficulty in passing the bill on the House's ban on "earmarks" ? provisions that used to be tucked into bills that direct spending to lawmakers' pet projects.

"When it comes to things like the (last long-term) highway bill, which used to be very bipartisan, you have to understand it was greased to be bipartisan with 6,371 earmarks," Boehner told reporters. "You take the earmarks away, and guess what? All of a sudden people are beginning to look at the real policy behind it."

Boehner wants to use revenue from expanded oil drilling to help make up a shortfall between federal fuel tax revenues and transportation program spending. But the drilling proposal raises only about $4.3 billion over 10 years, while the gap between revenue and spending in his bill is more than $40 billion.

"The problem with the Senate bill is that it doesn't address the issue of rising gas prices and energy," Boehner said. "We believe that if we're going to reauthorize the highway bill, American energy production ought to be a critical part of it."

Several Republican lawmakers said they expect the Senate to go along with the House's 90-day extension despite Reid's hesitation.

(AP) ? A battle for the Republican presidential nomination that slogs on for months more? If that's what it takes for their candidate to prevail, most voters in Tuesday's Illinois GOP primary say it's not a problem.

Less than a third of them want the already prolonged GOP fight to end quickly, even if their favorite loses out, according to preliminary results of an exit poll Tuesday. About two thirds say they're happy to let the contest continue for months more, as long as their candidate comes out on top.

Illinois voters expressed that sentiment with the nomination fight already well into its third month and appearing likely to stretch into April and beyond.

Though former Massachusetts Gov. Mitt Romney has a significant lead in rounding up the 1,144 delegates needed to prevail, his chief rivals ? former Pennsylvania Sen. Rick Santorum and former House Speaker Newt Gingrich ? have said they're staying in the race until the GOP convention in late August.

Around two-thirds of Illinois voters consider themselves conservative, making it about average among the 17 states where participants in GOP contests have been surveyed so far. About 4 in 10 of them say they are white born-again or evangelical Christians, also putting Illinois toward the middle of the pack by that measure.

Just over half of Illinois voters said it is important to them that they share religious beliefs with a candidate, including nearly a quarter saying that factor made a big difference to them. That made Illinois voters a bit less likely than average among states polled so far to measure a candidate that way.

So far this year, Santorum has done better than Romney among more conservative and religiously driven voters.

The survey also showed continued worries about the economy. One in 5 say the economy is beginning to recover. About a third say it's staying the same, while almost half say it's getting worse.

As usual in state contests so far, the economy is the top issue, with more than half naming it as their premium concern.

And the largest share of voters ? almost 4 in 10 ? wants a candidate who can defeat President Barack Obama, once again a fairly typical response among voters from state to state.

The survey of 1,078 Illinois voters was conducted for The Associated Press and the television networks by Edison Research. Interviews were conducted as voters left their polling places Tuesday at 35 randomly selected sites. The survey has a margin of sampling error of plus or minus 4 percentage points.

Hanks calls blackface video 'hideously offensive'

UPDATED 11:15 a.m. ET: Fallout from a 2004 fundraising auction emceed by Tom Hanks continued Wednesday, as James Montgomery, the investment banker caught wearing blackface at the school event, apologized Wednesday for his costume.

"Each of us does and says things at one point or another in our lives we regret," Montgomery told TheWrap. "The costume I wore to the 2004 Fundraiser was one such thing for me."

The video shows Montgomery wearing African tribal wear and carrying a stuffed gorilla.

Montgomery, who is CEO of the Santa Monica-based Montgomery & Co., said he did not intend to cause offense.

"While I can understand that some people may have read something other than what was intended into my wearing that costume to a costume party, as anyone who knows me would attest, that is not consistent with my beliefs nor is it with who I am," Montgomery added. "I am sick about the false impression it gave. All I can do now is to do what I did then and apologize for any offense I may have caused."

ORIGINAL STORY: Tom Hanks responded to a controversial video that emerged Tuesday showing the actor hosting a fundraising auction that featured a white man in blackface, labeling the incident "hideously offensive."

Hanks acknowledged that he emceed the annual fundraising event for St. Matthew's Parish School, the Pacific Palisades school his children attended, but said the incident was regrettable.

"In 2004, I was blindsided when one of the parents got up on the stage in a costume that was hideously offensive then and is hideously offensive now," Hanks said in a statement to TheWrap. "What is usually a night of food and drink for a good cause was, regrettably, marred by an appalling few moments."

The video came to light in a report on the Daily Caller. Eagles member Glenn Frey co-hosted the event, but the man in blackface was identified by the publication as investment banker James Montgomery, CEO of Montgomery & Company.

In the video he is outfitted in African tribal wear and is holding a stuffed gorilla.

At one point in the video, Hanks jokes, "Ladies and gentlemen, a celebrity in our midst. Who would have thought that Bill O'Reilly would join us?"

The fundraiser was reportedly centered on a "Castaway" theme -- a reference to the 2000 hit film starring Hanks.

The Daily Caller was co-founded by political analyst Tucker Carlson and launched in 2010.
